my hair is dark brown with blonde highlights. if i put a pre lightener in my hair, could i then dye any colour over the top?? such as a dark blonde?

My advice would always be to go ask a hairdresser's advice! pre lightening will lift your hair a few shades depending on wether the dark brown is natural or not. If it's already coloured you run the risk of it becoming stripey or patchy.
